OSC Urges Settler Communities’ Organizations to Secure PSO Certification

COTABATO CITY, BARMM — With the official filing period for Parliamentary Sectoral Organizations (PSO) opening tomorrow, March 16, the Office for Settler Communities (OSC) is issuing an urgent call to all Settler Communities’ organizations in the region to immediately secure their mandatory sectoral certification.

 From March 16 to March 23, 2026, the Bangsamoro Registration and Accreditation Committee (BRAC) will accept registration and accreditation filings for the upcoming 2026 Bangsamoro Parliamentary Elections. However, the OSC strictly reminds all intending groups that acquiring an official OSC Certification is a non-negotiable prerequisite before any BRAC filing can occur.

 Under the Bangsamoro Autonomy Act (BAA) No. 88, the OSC serves as the exclusive certifying agency for the Settler Communities sector. The office clarified that even organizations that were previously issued a certification prior to the release of the new Implementing Rules and Regulations (IRR) are legally required to apply for a renewed certification.

To secure the certification, organizations must submit a verified petition, a verified list of members and officers, their constitution and by-laws, and their sectoral platform or legislative agenda.

 Furthermore, the OSC highlighted a specific and crucial requirement for the Settler Communities sector: nominees must submit substantial proof of their track record. This includes supporting documents demonstrating actual advocacy, campaign activities, and community engagement that reflect ethical leadership within the sector. Organizations are also required to submit exactly three (3) nominees for their PSO, designating the first as the candidate and the second and third as alternatives.

 Once certified by the OSC, organizations may proceed to file their petitions at the BRAC. New registrants are required to pay a docket fee of Php 10,600, while previously granted organizations (from 2024) will pay a reduced fee of Php 600 upon filing their Manifestation in Lieu of Petition for Registration (MLPR-PSO). 

The OSC strongly encourages eligible organizations to submit their complete documentary requirements as early as possible within the one-week window to avoid delays.

Applications for certification are accepted via personal submission at the OSC Headquarters located at the Ground Floor, CNX 2 Building, Bishop Mongeau Avenue, Notre Dame Village, Barangay Rosary Heights 8, Cotabato City. Documents may also be sent via registered mail or through the official OSC email at osc@bangsamoro.gov.ph.
