Oplan Tuli: 1,301 Boys Served in 3-Day Free Circumcision Drive
Cotabato City, Philippines – A total of 1,301 boys were circumcised during the free “Oplan Tuli: Serbisyong Angkop sa Mamamayan (SAM)” medical mission held from May 20 to 22, 2025, at Sero Central School. The program was spearheaded by the Bangsamoro Transition Authority (BTA) office of MP Dr. Susana Salvador Anayatin, together with the Office for Settler Communities (OSC) under the Office of the Chief Minister–BARMM. MP Anayatin serves both as a Member of Parliament and the Executive Director of OSC. The activity was held in partnership with the implementing agency, the Ministry of Health–BARMM, under the leadership of MP Dr. Kadil Jojo Sinolinding, Jr., and was made possible through the strong support of BARMM, under the guidance of Interim Chief Minister Hon. Abdulraof “Gob” Macacua, whose commitment to public health continues to bring essential services closer to families and communities in Cotabato City.
Aside from the 1,301 boys who were circumcised, 119 others were assessed and given appropriate medical advice, as they were not yet ready for the procedure. The event also provided additional services for children, including 110 free haircuts from the MBLT-5, toys distributed by the Philippine Red Cross, and around 600 bowls of arroz caldo served by the CMO Serbisyong Angkop sa Mamamayan 2025. On the last day, Brigada News FM Cotabato added joy to the event by handing out 200 Jollibee burgers and vitamins to the children.
The success of the three-day mission was a result of strong teamwork among different agencies and groups, including the LGU-Cotabato, Cotabato City Health Office, Cotabato Regional and Medical Center (CRMC), Notre Dame Hospital, Camp Siongco Station Hospital, Datu Odin Sinsuat District Hospital, the 6th Infantry Division of the Philippine Army, the Cotabato City Police, the Cotabato City Schools Division, the Philippine Red Cross–Cotabato Chapter, the MBLT-5, Brigada News FM Cotabato, and the dedicated staff of both the BTA and OSC under MP Anayatin, all of whom gave their time, effort, and resources to support the children and their families.
Dr. Susana Anayatin played a key role in coordinating the event and bringing together volunteers and partners. Dr. Kadil Sinolinding, Jr. and the Ministry of Health–BARMM ensured that all medical procedures were done safely and professionally.
“Oplan SAM” is proof that when leaders and communities work hand in hand, meaningful programs can happen. With the continued support of BARMM and the hard work of local partners, Cotabato City remains committed to public service that is heartfelt, inclusive, and truly responsive to the needs of its people.
